If you are not sure
Report it anyway
If you cannot tell whose job something is, report it and we will work it out. Nobody is going to be charged for asking.
What we will not do is leave something dangerous sitting in the wrong column. If it is a risk to you, it gets dealt with first and sorted out afterwards.
This key covers the usual cases. Your tenancy agreement is the document that decides it, and a few shared areas or services may sit differently for your building.
